Connecticut General Statutes,Chapter 830, Sec. 47a-15. Noncompliance by tenant… Landlord's remedies….if there is a material noncompliance…which materially affects the health and safety of the other tenants or materially affects the physical condition of the premises…and the landlord chooses to evict based on such noncompliance, the landlord shall deliver a written notice to the tenant specifying the acts or omissions constituting the breach... For the purposes of this section, "serious nuisance" means (A) inflicting bodily harm upon another tenant or the landlord or threatening to inflict such harm with the present ability to effect the harm and under circumstances which would lead a reasonable person to believe that such threat will be carried out, (B) substantial and willful destruction of part of the dwelling unit or premises, (C) conduct which presents an immediate and serious danger to the safety of other tenants or the landlord, or (D) using the premises or allowing the premises to be used for prostitution or the illegal sale of drugs…that the tenant failed to require other persons on the premises with his consent to conduct themselves in a manner that will not constitute a serious nuisance…the burden shall be on the tenant to show that he had no knowledge of the creation of the serious nuisance.
Sec. 47a-32. (Formerly Sec. 52-540). Nuisance defined. In any action of summary process based upon nuisance, that term shall be taken to include, but shall not be limited to, any conduct which interferes substantially with the comfort or safety of other tenants or occupants of the same or adjacent buildings or structures. [Note: this last sentence provides the legal basis for adjacent residents to file a lawsuit against landlords who fail to take action against “nuisance tenants”.]

Let's face it, these people, and all of the other residents and absentee owners who trash New Haven, neglect their properties, disrespect their neighbors, who are apparently aesthetically @#$% slobs - they don't care, because they don't have to. The city apparently is not interested in enforcing the weak anti-blight ordinances that exist and, in a few years, these slobs will have moved on to New York, New Rochelle, Guilford or Greenwich, from which vantage points they can dirt bag the city of New Haven.

There someone noted that the property is targeted for renovation (perhaps at the end of the school year)?

Hopefully, this will be fixed at that point. Although, it wouldn't hurt these able-bodied young men to do a little yard work every once in a while (instead of playing beer pong).

It really is atrocious. I walk by this house all the time on my way downtown and it's DISGUSTING. You'd think a bunch of homeless druggies lived there by the looks of it. The ground is also uneven, so everytime it rains, water pools, only adding to the stench and maggotry. These boys should be ashamed, they live like pigs. I don't care who the owners are, if you have any pride whatsoever, you don't allow your own home, frat house or not, to remain in such shape. (That said, the owners should be contacted.)

Was just walking by this address. I noticed the trash everywhere which is pretty disgusting. I also noticed some broken windows and possibly unregistered vehicles parked there. Not sure if that has been noted yet.

(c) Anti-blight violations. The following conditions existing on any real property within the city shall constitute anti-blight violations under this section:

(6) It contains unauthorized storage or accumulation of junk, trash, rubbish, litter or refuse of any kind; the parking of inoperable vehicles (unless the premises is a legally licensed junkyard) or the presence of any inoperable machinery and equipment.
