Yes the city should post hours of construction and provide 90, 2 week and 48 hour notices to all business and residences within a 500' radius of effected zone. Have only one 1 notice since i moved to Foster City despite several new construction activities!!

The Triton was not authorized to work Saturday October 8, 2016. The Building Inspector will be sent to the site.

The allowable construction hours for the site are Monday - Friday 8am-5pm. Any construction which takes place outside of the approved hours is not permitted and should be reported to the Police Department when it is happening so they can stop construction. We will discuss this issue with the contractors on site and remind them of the approved hours. If this continues, please let us know by calling 650-286-3240 so we can issue a Stop Work Order until the matter is resolved.

Frankly, other than the Saturday morning work, I haven't been bothered that much by noise produced outside of permitted hours (not nearly as bad an issue as the dust coating our whole neighborhood...), but thank you for clarification of the rules. Given the demonstrated lack of consideration for their neighbors as exhibited to date by the principals behind the Pilgrim-Triton project, I will be sure to report any further violations.

I have a question about David's earlier comment on 10/9. What is the rule about the city posting hours of construction? I tried to find a description of that policy but came up empty. I'm curious because I live near other construction projects in Foster City and I have never received a notice.

Positing allowable construction hours and notifying neighbors sounds like a fantastic idea! Especially when the allowable construction hours are more restrictive than the normal Foster City Municipal Codes (i.e. the Pilgrim-Triton project M-F 8am-5pm or the upcoming Metro Tower lobby renovation which has the same M-F 8am-5pm restriction).

An address for 1159 East Hillsdale Blvd does not exist, however in general the working hours and noise restrictions are limited to between the following hours only: 7:30 a.m. and 8:00 p.m. on weekdays and 9:00 a.m. and 8:00 p.m. on weekends and legal holidays

Certain Architectural Review or Use Permits might further restrict the construction hours.

I have received only 2 notices to date for all the construction activity in the East Hillsdale area...the street has been dug up multiple times and we never received any notices for that either. residents and businesses with 500 feet of the construction zone are required to get 3 notices for each new construction activity...i think 90 day, 2 week and 48 hours before construction....with contact information and opportunity for public comment! Poor enforcement and monitoring of this requirement from the City on this issue.

Hi David and Tony, Before a construction project on private property is approved, the City sends out notices to all adjacent property owners within 300 feet to inform them of the public hearing. A public hearing notice was sent for the projects in the Pilgrim Triton area and a copy of the notice can be reviewed at City Hall. At the hearing, a copy of the conditions of approval are provided and can be reviewed which outline the required hours of construction. In the case of these properties, the hours are Monday - Friday 8am-5pm and those are outlined in the conditions of approval for the projects.

For project on public property/streets, I will defer you to the public works department as they are the ones that manage and monitor those projects. They should be able to answer any questions you have on notifying the public.

In general, for work in the public right of way, the working hours are 8:00AM – 5:00PM for residential streets and 9:00AM – 4:00PM on major boulevards. Saturday work is occasionally approved on a case-by-case basis. The contractors are required to provide two advanced notification (7 – 10 days and 48-hours) to the adjacent residents/business owners within 300 feet. They also have to post No Parking signs (if needed) 72 hours in advance of the work. For work on major intersections, the contractor is required to provide electronic message boards 2 – 3 weeks in advance of the work and throughout the project.

Sunday 11:30AM: more construction noise and some kind of work (workers in hard hats anyway). Per Foster City - CDD Planning Manager's instructions (reply 10-11) I called FC Police to report. The person who answered at the PD said that allowed constructions hours include weekend hours, but agreed to research issue after I read the 10-11 reply above...
