You should probably pick them up (carefully) and put them in a plastic bag. Call OPD (Non-emergency number), explain to the dispatcher the situation, and they'll send an officer out, although it may be a few hours, depending on how busy they are. But, chances are, those plates are from a stolen vehicle.
