Thats what the construction worker said this morning

Highland hospital regularly has massive industrial vehicles, such as freight trucks and gas tankers pulling into their freight loading area which faces all the residential properties east of 14th avenue. Usually at least once a month they have a gigantic gas tanker pull in there at some odd hour like 1 or 2 AM, usually on a weekday. I think it's carrying refrigerant. The tanker operator hops out, goes to the back, opens up some kind of panel on the back of the tanker then starts loudly hammering on something with some kind of giant metal tool. You can hear it echo through the entire neighborhood, closing your windows or wearing earplugs wont help. Then, after he's finished hammering, he will connect some kind of hose to some storage canisters of some kind back there and start up some kind of motorized pump. the thing sounds like 300 leafblowers and some jackhammers running at the same time. The pump will typically then run for about 45 minutes to an hour. All you hear through the whole neighborhood while this is happening is this massive, bassy roar from the pump echoing through all the streets. Again, closing windows or wearing earplugs doesn't help. It is so loud it overpowers any measure you take to block out the noise. Then after they finally finish running the pump they repeat the hammering routine and drive off. Sometimes they'll spend 30 minutes in reverse, with their truck emitting that loud beeping sound industrial vehicles make when they're in reverse gear, which is also incredibly annoying. Really not appropriate to have that kind of noise going on in the middle of the night during weekdays in a residential neighborhood, in blatant violation of local noise ordinance and state law protecting tenants' rights to the quiet enjoyment of their homes. Curious to know if anyone else has been disturbed by this thing and if this might be related to this issue at all.
