Johnny go to city hall, save yourself a lot of grief. Find out if the house is a 2 or 3 . If the city has no knowledge of the basement apt he's screwed. You can figure it out....does the basement have TWO egresses? Two full accesses (doors)
in case of a fire? Or a full bedroom window? If not, then he does not win!
