Traffic signal to allow left turns from South St onto West St not recognizing when cars are waiting on South St. Have sat through 3-4 light cycles multiple times, which usually only ends because a car is waiting to turn left out of Reading Commons. Have seen other vehicles making an illegal and unsafe left turn on red after waiting through multiple cycles.
