Sorry, my previous response got away before I was able to finalize it.

The missing points:

1. Improperly installed and maintained utility lines have been a recurring problem at this location at least as far back as 2010. It has been previously reported to the utility companies, the City of Richmond Department of Public Works, the State Corporation Commission, and most recently my city councilwoman.

2. This situation is occurring in a City of Richmond utility right of way easement. In the same way that the City requires that citizens comply with electrical codes when building and remodeling their homes, it should require that utility companies do the same when installing service lines on property which is directly under City control.

Good luck with this, you probably won't get anywhere with the public works people though. Might try Dominion power, ask for manager at customer service.

While acknowledgement is certainly a good first step, my hope was that the City of Richmond would take action to actually resolve the situation. I sent both Comcast Cable and Verizon Communications copies of the letter and photographs that I submitted to you. I am pleased that yesterday Comcast corrected the situation but the telephone company--whose wire is literally meandering through this area on the ground -- has not yet acknowledged. Since this is occurring on property owned by the City of Richmond I was hoping for a more active response on the part of the City.
