Description

We are constantly hearing these dogs either barking or in pain from owner beating them , I'm not sure but it sounds like they are being abused because of the loud screaming coming from the dogs and a male human voice yelling loudly at them . This has happened way to many times for me not to report him. My gut instinct says to report , it doesn't sound right
The dogs screams are coming from over on San Jose way Between Broadway and 4th ave across the street from 4th ave park
