PennDOT spent millions to repair I-79 bridge overhead, then rebuilt shoulders to a strong smooth surface next to a cartway like a bombed out runway. Why not replace the cartway when they were in there?
What were they thinking? It's goofball actions like this that generate the resistance to adjusting the gas tax for inflation.
