I have talked to Bountiful City and they say it is a state highway so they aren't in charge of it.

Ok, I will forward this on o the signal and lighting guys up in Region 1 again and hopefully they either take care of it, or let me know who maintains it.

I guess its not very important about pedestrian safety

This signal is preceded on both sides by AWS (advanced warning system) lights that alternatively flash when school children enter the crosswalk. So that level of protection is provided for the primary purpose of this crosswalk-- as a school crosswalk. As for pedestrians crossing in not school hours, UDOT can install a overhead luminaire at this location, provided the pedestrian count would warrant such a light. Bountiful City would be required to provide power for it. I am going to forward this immediately to our traffic safety division, so they can determine whether or not this can be done and let you know. I apologize that this has taken so long to be routed to the right area.

In 2015, a project was undertaked to upgrade the school crossing beacons from only those by the side of the roadway to the addition of overhead flashing beacons. At that time, it was agreed that the lighting of this crosswalk for other than school crossing hours would be the responsibility of Bountiful City. Please contact the city and request the installation of a luminaire by them. Though it is a state-maintained street, this is their responsibility, as spelled out by this project agreement, as well as by state law.
