"Except for special events" - Flaggers and temporary signage.
"Except for emergencies" - Lights and sirens can go where they please. In case of private citizens using it for emergencies I have confidence BPD can use their discretion appropriately.
"Except for people who have driveways there" - This one is legitimate. I'd be happy to see 'Residents' tacked on the post as well.
"Except as directed" - If there is a legitimate authority directing the traffic then no need for permanent signage.
The crux of the matter is that under the law bicycles are vehicles and folks operating them have the same rights and responsibilities as motor vehicle operators, except where by nature the statutes are not applicable. http://legislature.vermont.gov/statutes/section/23/013/01136
This means technically as it stands now folks riding bikes are prohibited from riding up Depot St, although those with "local knowledge" are generally aware that it is just fine. We should not expect folks to "technically break the law but actually be OK", we should fix things so these are in alignment. Also visitors to the area may be put off from this totally OK link because they lack this local knowledge.
