Please fix traffic lights not moving traffic efficiently in the morning. Cars driving on opposite lanes to avoid the traffic. Please send some engineer to study traffic flow

Recent construction may have disrupted traffic light timing. I know the underpass is still currently under construction, but can anything be done for the lights to the west of the 15, to create a smoother flow heading eastbound at all times of the day?
