I do appreciate you bringing this to my attention. We are hopeful that the final design will improve this area.
The final design at this intersection has a raised crosswalk on Appleton. This not only will activate the new catch basin location, but also call for the new curbing to be installed higher, to meet that raised crosswalk elevation. The opposite site of Appleton Street (at Huron) has new curbing installed, which is currently higher than the road grade, as they are anticipating this raised crosswalk elevation. A temporary asphalt ramp has been installed in this location to provide a temporary accessible path for those crossing Appleton.
Once this curbing is installed, the catch basins will function more properly in this location. In the existing condition there was only one catch basin immediately outside of Formaggio's Kitchen. When the final design is completed, there will be two grates for stormwater to drain at this location.
The flooding that occurred last month was due to an abundance of leaves that clogged the functioning catch basin, and did not allow stormwater to drain properly. Similar instances were seen around the city, due to the abundance of tree debris on the ground. We have encouraged the businesses to keep an eye out for this condition during future rain events.
With the onset of winter (less rain, more snow) and the recent street sweeping in this area, we are hopeful that future impacts of rain in this location (under temporary conditions) will be minimal to the residents.
