Not my landlord. I thought the same rules applied for leaves and other debris as for snow removal - that sidewalks are public property and must be kept clean and safe.
But its not the same. so...we have to use common sense in the Fall when walking and driving, use caution when you see wet leaves. You obviously know that they are dangerous.
People are lazy, and wait for the wind to blow them away. I have a neighbor next to me like that. You can't force people to do yard work.
Actually bcake, it's exactly the same. We all know in the winter that icy sidewalks are dangerous and we all know that we have to use extra caution, but people are still required to clear ice from their sidewalks.
As for the rest, no you can't force people to do yard work, but it's also not "yard work" any more once it's out of your yard and in public walkways that you are legally obligated to keep clear. You can't force people to shovel or de-ice their walkways either, can we? But we can (and do) still ticket them.
On 11-17 you contridict yourself by saying sidewalks are public so shouldn't the city should be responsible as they should for streets? I slide down Converse on leaves all the time when it's wet. Should I call City hall every time to clean the leaves and the drains that are full at the end of the street on Bell Rock? They should have the DPW out, right?
We clean leaves so if there can be a fine for being lazy, I'm all for it! I have lazy neighbors on each side of me and the wind ends up putting their mess on my yard!!
The sidewalks are public, yes, but homeowners and landlords are responsible for keeping them clear and safe - or at least they are in the winter time, when they can be ticketed for not doing so. All I'm saying is that this should be a property owner's responsibility year round. I assumed it was, which is why it was reported - so the city could ticket them for not keeping public walkways clear, just like they do in the winter.
As for the issue of keeping storm drains clear, that IS the city's responsibility (at least it is in the winter).
You said the key word Sbaz, it "should" be, but with so many absentee landlords or just ignorant lazy homeowners, not going to happen unless it's enforced by a law. And there is no slippery leaf law.
We are lucky if everyone makes a walking path or throws ice melt down when it snows
