The right-of-way of 73rd extends several feet in the direction of the hill from the street... right?
At least it's that way with the property line in front of our house.
City right-of-way at the front of our lot includes the curb, the sidewalk, and several feet of our front lawn.
So how is it a "code enforcement" issue?
This sounds like passing-the-buck until everyone forgets about the issue.
