I honestly don't know, but it seems like you should be able to look up Sunnyvale city workers (even in the phone book, gasp), call a reasonable one (maintenance?), and they'll redirect you where you should call.
I think the point of SCF is that the appropriate folks, including the Sunnyvale City Manager, are informed of this issue automatically. You'll notice that the SCM is watching this issue.

Yeah, that's why I suggested calling.. presumably this sprinkler was running for 9 days when you could have called and gotten it presumably fixed that day.
I love the *idea* of these sorts of web sites (and may use them again myself), it's just not always obvious whether anyone is listening. (Like they were in this case, 9 days later..)
@: Yeah, I think the other point of these sites is to distribute the ability, and, perhaps, the responsibility, to take further action. So, once you read about the issue 7 days ago, you had just as much ability/responsibility to call the issue in as I did.
I don't think you've done anything wrong, even by omission, but by the same token I don't think expecting others to do much more than you're willing to do is all that reasonable.
