Regarding the Telegraph Ave bikeway in general, the city will be installing additional flex posts and signage in about a week or so to help alleviate some of the confusion about where drivers should & shouldn't go. A larger-scale, state-funded project ($4.6M) will be constructed in 2018, upgrading the facility and extending it to around 41st Street. This will include more substantial separation between the bike and car traffic, better pedestrian crossings, and bus stop improvements.
In the longer term there is a proposal for that entire block of Telegraph between 22nd and 21st, which will replace the parking garage and the burger joint with a multistory development. The visualizations I've seen show the new driveways for that structure as being moved to the side streets.
