Overflowing trash receptacle. This is a persistent problem align these blocks, but especially at this corner. Restaurants or some individuals are consistently dumping. During the weekend it's particularly bad. When left overnight, other individuals tear open the bags and the contend spill out all over the sidewalk. Clearly more trash cans are needed but some merchants oppose because they don't like the dumping that ensues when it isn't emptied frequently enough. Also, because of a lot of it appears to be restaurant or food waste, a lot of flies tend to hover over the whole scene.
