Description
There is a major safety concern on Welsh Rd near Howe Ln. Several factors create an unsafe issue of which I have observed. The 45 MPH speed limit, a blind crest, and entrances to Howe Ln and a strip mall make for a very unsafe condition. It is difficult to safely turn on and off Welsh Rd onto either Howe Ln or the strip mall. In addition there are no side walks or cross walks for accessing either strip mall or Howe Ln. Please address this issue for both safety of drivers and of pedestrians.
This issue was reported on previous reporting system. It was also originally submitted to PENNDOT but was informed by them that this is a Township Issue.

Thank you for expressing your concerns at Welsh Road near Howe Lane. Below is a summary of our findings:
Please understand that first and foremost Welsh Road is a State Road and they control the speed and pedestrian access. Howe Lane was constructed in the early 1960s according to Township records. No changes to the horizontal or vertical alignment of the Upper Dublin side of the road have occurred since then. Penn Dot resurfaced Welsh Road recently and did not choose to address any concerns relative to the westbound Welsh approach to the intersection.
Horsham Township approved the construction of the strip center with approval from Penn Dot for the offset intersection, choosing not to align the drive with the Howe Lane. Both approaches are clearly signed to warn motorists that there is an offset intersection with distance panels.
An adequate crosswalk with push buttons exists at intersection of Norristown Road and Welsh Road to allow pedestrians to cross.
The section of sidewalk missing between the end of the Giant shopping center and Howe Lane was looked at several years back and is not feasible due to vertical and horizontal conflicts with the construction of the home on the S.E. corner.
We believe that it is very unlikely Penn Dot would consider a crosswalk at this intersection.
