Description
The culvert that allows Rocky Brook to pass under Southall Rd. is mostly clogged on the upstream side. Since the recent rains came through, the upstream side of Rocky Brook (west of Southall Rd.) has completely overflowed its banks, and is currently about 15 inches below overflowing S. Hall Rd.
This is a problem that recurs regularly for this culvert. To my recollection, the culvert was last cleaned out in either late 2014 early 2015. The current clog became apparent about 2 to 3 months ago during a rainstorm when Rocky Brook overflowed Southall Rd., necessitating a rebuilding of the downstream shoulder of Southall Rd., which was mostly washed away. Apparently, The work that was done then to rebuild the downstream shoulder of the road did not also include cleaning out the upstream end the culvert to prevent this from happening again.
