  I may not be able to get there for a week or more owing to caregiving responsibilities, so maybe someone else can. In any case, if someone sees a light out while driving by in a moving car/bus in traffic, this does not seem a viable system/ requirement for reporting.

  Do you have the pole number for the outage in question? National Grid requires this information. The pole number can be found at eye level on the pole itself.

  Yes, I agree on the basis you presented, but this system is not perfect and those who recieve reports must have the identity of the pole so they can be viable in their response to such calls. But thanks for trying anyway. I may have the chance myself, or anyone for that matter. I'm sure it will get done someday with a little help from our neighbors, in time. We'll all in this together.
