The DPW will have it replaced.

A second barrel in the opposite side was damaged during the last storm

We will be replacing each approach with a smaller system in the Spring. Thank you for the update

The conditions of the barrels has deteriorated further

As far as I can tell, none of the broken barrels have been replaced. I would argue this is now a safety issue because the sand and broken barrel debris ends up on the road surface. Eventually, and maybe this is already happening, the debris will fall to the protected waterway below.
