Still an issue windows open all around broken screen and possible squatters and health hazard so secure home and contact bank owner

Codes visited the property on January 30th and determined the home was secure. Can the open windows and broken screens be seen from the public right-of-way? An investigator is not allowed to enter private property to view an issue unless they are invited by a resident.
