Description
The shoulder on Fountain heading downhill toward Vista Terrace and Forest - many drivers treat this as a second lane.
This creates a dangerous and frustrating situation. If a driver is attempting to turn right onto Vista, chances are there will be a car driving in the shoulder preventing this.
Can this shoulder be turned into a second lane to ease the congestion here? Otherwise I think the shoulder should be more restricted somehow because it isn't safe.

Cars drive straight through the intersection from the shoulder all the time. It’s not just an occasional thing; it happens every single time I’m at that light.
The only way to safely turn right at this intersection is to drive illegally.
