I think the City needs to inform all Burlingame property managers about illegal dumping and they should be penalized for the violation - it's the property managers' responsibility to monitor/educate their tenants not the City nor other residents - this is a BIG issue the City needs to pay attention to

The majority of property managers are not on site or live in the building. Many items are dumped by people who don't live in the building. Recology allows 2 free pickups a year of large items. Most landlords don't take advantage of it or know about it. The city public works department can drop off electronic items for free to Goodwill on California drive.
