I tried calling the non-emergency line and was disconnected several times.This happens often. I just gave up and let the crime occur while I watched.

Calls to Mr Bisco are a waste he just boasts how he is such a doer and implements new procedures (none which he can elaborate on) . He has 45 minutes to puff his greatness for a simple 3 minute complaint but doesn't actually do anything. He answers to Michael Carter that's why he can let the communications dept hang up on people and he doesn't care. This is a dangerous game the City is playing with Police Department. District Managers are aware of and not very sympathetic to the incompetence of this Department and want change.

Calls to the Alders who are investigating communications go unanswered.
