Description

The homeowner continues to dump furniture in the alley and never calls anyone to pick it up. It is time for him to be fined. He places this outside of his 6 foot wood fence so he does not have to see it. This morning a sofa appeared. Notes have been placed on the fence and on the items and he chooses to ignore all of them. He is fairly new to this neighborhood.
