Description

Overflowing trash regular occurrence. Alley cats and a large raccoon tear open plastic bags, wind blows it into my yard, and I pick it up. Their entire dumpster is on city property and the only one. Why aren't they in the alley? It's on Strong St. between Pulaski and Harding.
