First, I am sorry for the confusion. The 'PIO MS' and 'PWD-MH" are the staff that worked this issue. PIO is the Public Information Officer. He is the one who first opened and looked at the Issue. He then assigned this Issue to the Public Works Department (PWD-MH) for the resolution.
To answer your question about the device. We believe that this device belongs to the Department of Transportation (DoT), and that they are using this device as part of a traffic study. Our Public Works Director has contacted DoT to inquire about this device and is waiting for a reply.
We will post that reply when we receive it.
They are not surveillance devices. They are not owned or operated by the City of Treasure Island.

We did have the video turning movement counters out there at 107th, 112th, and 117th, installed on February 22nd and removed on the 27th. They were out there in support of a traffic signal retiming effort for those three signals that is now underway.
