Neighbors - Housing Authority housing, keeps tossing trash over the fence in to our backyard on and off. Calling the New Haven Housing Authority is like calling into a black hole. This morning my dogs found a diaper. This needs to be addressed. What landlord will address this directly with the tenants?

From my experience the Mayor's office will only misdirect you. Try LCI 203-946-7900 or the Housing Authority Directly,(203) 498-8800, ask for the executive offices and the secretary can find out who the property manager is, you leave a message for them and they WILL return your call in a day or so. I have done this more than once as I also have Housing Authority in my area.
LCI can also find out who the Prop manager is. This is technically ILLEGAL DUMPING and you can call the PD non-emergency line to report, insist on an officer to respond, if they give you a hard time ask for a supervisor and explain the situation. Best of Luck !!

Wow, consider yourself lucky.
I get left on hold or forwarded to wrong departments and numbers where you can't leave messages. They try, but they are up against the ever on going new phone system issues....
