We have to help change the awareness and culture of those living downtown. That said, we have a city ordinance that dogs need to be licensed, in part because this requires proof the dogs have had a rabid shot. So far this year only 25 dogs in Macon have been licensed. Again checking and enforcement may be the only way to get folks to step up.
