The homeowners have left a mound of old leaves, debris and building materials on the side of the house that runs along the street. It looks horrible and they keep adding to the pile. Is this permissible? Why haven't the old leaves been put with the trash? The old building materials they have discarded should be gathered up and placed in the trash, too.
