At what point does this repeated violation of code compliance produce a fine or other consequences?

This location has been visited multiple times since the last case was opened in December. Unfortunately each time the investigator viewed the home there was no yard parking present, this even included weekend inspections. We are forwarding this report to the Codes Department as this is clearly an ongoing issue. Thanks, Mayor's Action Center

community norms and codes of conduct?
