Until monitoring is in place, the city could be proactive and have public or waste management or california solutions check the site regularly to remove the debris there since it is clearly visible from the 24. How about a sign on the 24 saying "See someone dumping here =>" call the Oakland non-emergency police number.

It appears that this latest “dump” may contain household waste and if someone dove into it they just may find a discarded piece of mail that could lead to the person(s) responsible.
