Description

The light on Wills Road crossing Hembree Road only turns green in either direction if triggered by someone sitting at the light. If no one is at the light at the time it turns green, it will stay red, even though the oncoming lanes have a green. What results is that all the traffic coming from the opposite direction will go through, and you are left sitting there waiting for the whole light cycle to run through to get another chance. It would be great if the light would turn green when it is time, even if no one is at the light in that direction when it turns. The left-hand turn could be skipped in that case, especially since there is often a chance to turn left once the on-coming traffic has gone through.

For the sake of clarity, an example. If I am traveling south on Wills and arrive just as the light would turn green, it will stay red while the light for those traveling north on Wills will have a green. Those traveling north will have a green arrow as well as a green light while the south bound light stays red. East-West on Hembree will then get their light and *then* the southbound light will work normally.
I propose that the light turns green like normal, without a left-hand turn arrow, even if no one is at the light at the moment it turns to trigger the sensor. I get stuck at this light in both directions in this scenario often, and see other people do it as well.
