I reported this issue last weekend. The City closed it saying it had been addressed.

As the State of Rhode Island's Department of Transportation (RIDOT) has jurisdiction over America's Cup Avenue, Memorial Boulevard, Memorial Boulevard West, Admiral Kalbfus Road, J T Connell Highway and Farewell Street (from Van Zandt Avenue to America's Cup Avenue,) the City of Newport has forwarded this item to the RIDOT for notification and action. I can assure the City it is not fixed. Manhole cover with "SIGNAL" on it bounces every time a car runs over it -- that is every car turning onto Thames from America's Cup.

I did notice them filling in the hole yesterday
