For some time now, there has been an orange plastic traffic barrel in the middle of the street near where a portable basketball hoop has been set up. Wanted clarification if this is sanctioned by the city - is it intentionally there either permanently or temporarily until a more permanent traffic slow down mechanism is built. On an already narrow street, it is impossible for two cars traveling in opposite directions to pass at the same time and traveling North requires turning into the the other lane of traffic. Thanks
