I live across the street from these addresses. I think there's a couple of separate but connected "problems" here that we should probably have a neighborhood conversation about, rather than just pestering the City to send police cars around to try to shift stuff to a different corner.
(1) There appears to be some drug dealing at the intersection of 13th and Decatur. This probably inhibits the ability of the owners of 1301 Decatur to sell their property, but doesn't seem to have other negative external effects. I believe that the dealers are not living in the "cut" (the homeless encampment behind 1301/1303) and therefore are a different problem than the homeless encampment.
(2) There's a lot of loud late-night partying at this corner, which seems to variously involve the residents of the 3-story apartment building (1221 Decatur St?), the multi-family building across the street (1216 Decatur St?), some the folks who live and/or hang out at 1305 Decatur, and the folks living in the homeless encampment behind 1301/1303 Decatur. I don't know that anything should be "done" about this--it's sometimes annoying, but I don't think it's really hurting anyone.
(3) There's a homeless encampment (the "cut") behind 1301/1303 Decatur which seems to occasionally generate physical fights/attacks, may be resulting in damage to the properties, is sometimes loud, and generates litter. That said, homeless exists in Richmond and I suspect the reason for the cut being in this neighborhood is folks can easily access nearby services. I think if folks don't like the encampment being there, a reasonable alternative plan needs to be developed for the homeless residents (and I don't think "move them to someone else's neighborhood or someplace farther from the soup kitchen" is a reasonable alternative plan).
(4) Lots of people seem to believe it's OK to just throw trash and smash bottles all over this corner and the surrounding properties. It's annoying, but I don't know how to stop it.

I wonder if we could interest Better Housing or some other non-profit redeveloper in buying one or both of 1301/1303. They really are nice houses and seem to have solid outer structures.
1301 Decatur went on the market 6/14/2012 and was pulled off the market 8/1/2012. There was briefly a sign up in the front yard. I'm not sure why the listing was pulled.
You certainly have every right to feel safe and secure where you live and walking around. But I'm not sure how to accomplish that.
