The answer is that, after careful review, the City and the Police have determined there is no violation.
These are not registered motorcycles or licensed motor vehicles. They are scooters/moped. They are not covered by the existing City Traffic Regulations. Therefore, they are treated like any other item on a sidewalk, including bicycles.
The only applicable City Ordinance is Sec. 24-7. That section prohibits any obstruction in a public way, but only if it interferes with convenient use of public travel. After reviewing this situation, the Police determined these vehicles don’t interfere with use of the public sidewalk, so they don’t violate this Ordinance. They are, I suppose, no different than a bicycle locked to a pole out of the way of pedestrian interference.
There is some City Council concern with these mopeds/scooters parking on sidewalks. But, it will require a new Ordinance if we wish to enforce.
