I live a block away on Pond Street and I can hear that dog howling throughout the day from my house. I do not know how the neighbors deal with it. If the original poster is one of the neighbors, and must be driving him nuts.

Could be a situation where the residents are leaving the dog alone all day to go to work or school, and when they come back home the dog quiets down. Still no excuse, but they may not be aware until someone says something or at least leaves a note. Then if it continues get the authorities should get involved.
