that is an undercover police car the the city uses. they got it from a drug dealer.

I find it hard that the police would be driving undercover with an M5 (which could be auctioned and pay the salary of a PO for the year) with municipal plates.

i used to do AAA towing in middletown. they have had a couple other higher end cars too

The car may or may not be valuable. Depending on age, condition, etc... Dope dealers aren't known for great taste, or taking care of stuff, so the car could have modifications or a trashed interior that would kill the resale value. Just because it says "BMW" on it, doesn't mean it's worth big bucks, even though some drivers of higher end cars would like you to believe it.
