We checked this out and determined the location of the drain is on the lot addressed 52 Southwind Cir and/ or the common space behind the lot (private property). The property owner will need to address any issue with the drain as it is well beyond the Right-of-Way for Southwind Cir and is not a part of the storm sewer system draining Southwind Cir.
