If that's the biggest concern you have in this town, just pay for parking and take it seriously. Damage due to failing infrastructure, property trespass, and risk of serious crime and harassment on private property takes priority in this town (from my point of view anyway, I'll remind myself to pay for parking or suffer a fee any day.) The penalties are probably the result of enough people believing they are too entitled to pay (never once have I forgotten to pay for parking or complained when I deserved consequences as result of my actions.) If you want to utelize a service, pay. If you think you're too special to pay when the rest of us somehow remember to at 6am, then suffer and pay the fine. I'm willing to bet you've been notified of increase in fees, and walk by numerous signs with some reference to payment for parking daily. The first day I took the train, I looked on the mbta website ahead of time, paid attention to all signs, downloaded their parking app, and noticed the oversized pay to park area with signs everywhere that can't be avoided.
