If the water is coming from a municipal pipe underground it is the responsibility of the borough.

Water has been running down that ally for the past decade if not longer. The home owners do keep the driveway pothole free but the ice in the winter is scary!!! The Boro should look into this and see where the water is coming from.

the water is coming from an underground stream, which there are many throughout the borough. i actually have one running under my house, which i had to put 2 sump pumps in to try and keep the water from flooding my basement, doesn't always work.
Years ago the residents of that block had attempted to fix the situation, which it did last for a long time but over the course of time water will find the path of least resistence. the borough is aware of this issue and is trying to find ways to help the residents repair this problem. but like a previous post stated, the driveway is the home owners responsibility. the residents of that block need to come together and work as a team to tackle this problem. thank you

If the water is from an underground stream like dave says, then it is the residents responsibility to do something.

If the the water is from an underground water main that broke on a lateral between the water shutoff and a house, then it is that owners responsibility.

If the water is coming from the water main (not lateral) under the alley then it is the water departments problem.

Based on what I read above, this is likely just a high water table. Can't do anything except live with it.

When I was a kid I lived at 923 Delview. This was back in the late 60's. I remember when the neighbors got together and the men dug a ditch to put in a drain pipe. So this has been a problem throughout the years. I also remember it being the residents expense and responsibility to maintain the driveways. In the late 80's early 90's w, the residents had to pay for the resurfacing of the driveways.
It was always my understanding that the residents did not own the driveways nor the sidewalks but were responsible for maintaining them.

Issue will never be resolved.
