This case should NOT be closed. A tent remains under the freeway overpass.

There are resources they can get help from they choose not to. They are breaking numerous Oakland municipal codes and they need to be held accountable. If they cannot follow simple rules cite them and give them community service. They seem to have a lot of time to panhandling for cash for drugs and alcohol. They can start by picking all the litter they leave behind while panhandling.
