If they are from trees growing on your property, then it is up to you to remove/trim them. If they are not, then you may want to contact a lawyer or seek mediation with the other property owner.
I had to pay Sandweiss $1000+ last year to trim tree branches over my house and the power lines, as UI and AT&T said no, as did they city.
