I want to make sure you know your complaint is not without merit and is appreciated. We like when people use the system. I'll expand a little on Denny's comments.
All we can look for is signs or outright evidence of this type of complaint. We have to actually see something to write orders. I too went out and I opened up the bottom half of the garage door. I could smell nothing that would make me question an animal infestation (especially cats which when they live in a garage, their urine is VERY potent). Nothing scurried out when I opened the door (but a raccoon is pretty daring so I wouldn't expect that but I would if there were cats).
There was no food out or garbage to attract them. This leads us with little to go on other than a garage that has a door that is open 4 inches.
If you get a picture, it would be great if it's a raccoon either coming out or going in the garage. We will contact them directly and inform them of the situation. There was nobody home when I went there today though. So we would go out again or send a letter with that information if the evidence was clear.

There are still cats all over this property and staying in the open garage that has not been sealed and now there are baby kittens ...they are using my property as a restroom and i'm very upset .who needs to address this issue ?It looks like a small opening but it is not.

There is no stray cat / animal trapping program that I know of in the city. The only health issue that we would look at is if the cats are being fed outside by a resident. Is this the case?

In the back yard and also the grass is yard is very badly maintained once in a while someone comes along and cuts it but it is in bad condition as of this posting .also you need to look at 909 address the property is closer to the back alley but the grass and weeds are almost as high as the door and there are people who are using it as a moving storage facility and have moving supply all over the area it is an absolute mess ...please check it out ...

I will start a case for property maintenance in the building dept. to look at the grass at both addresses. You will have to discuss high grass with them in the future. Where in the backyard does the neighbor put food out that is left out all night to feed the stray cats?

On the side of the garage or just lays it in the yard in a bowl ...
