check out how Oakland handles (??) dumping in low income areas - coincidence?

We live in Montclair but our picture framing / exhibit production is in East Oakland
Suffice to say- the difference is night and day

We concluded Oakland is a "Failed City Sate" - this is what we tell our customers
I requested the City advise me on a better way to frame this but they have not responded.
