I see why Mr. Patient and Love Venice might be concerned about the creation of ill-will by acts of neighbors. Indeed, that video is compelling. It clearly shows that there is a “conversion van” and "an additional trailer" parked on the “offenders” property! And, perhaps you might be able to observe in zoom mode something that could well turn out to be ‘’more” construction debris… hardly acceptable at an active construction site. The reconnaissance video appears to show the plainly posted construction permits too (opps- were we not supposed to notice those?) Nevertheless, just as Ben and Love go on…. RV on the grass during modification of a driveway …and, if ALL of that were not bad enough… the conversion van “offender” has a planter you don’t like (but appreciated enough to photograph not once ,but twice, AND take a video of it). “Househunter,” you may be right, this may not be good enough for you. I keep looking to see how this adds up to “years” of piled-on “code” violations since one friendly neighbor saw fit to declare (I quote) “It’s been long enough, its time to finish up all the projects going on at that house” !!
While I continue to search for a reference in the online version of the "Venice Island Ghetto Prevention Committee Code Enforcement Handbook", … Are you suggesting there is or should be a different time limit for permits issued to people you decide are unfit for your neighborhood? I may be missing something, but I am just not following how you arrived at the very serious allegations that this “offending” homeowner/"conversion van" parking so-called code violator has or will engage in unethical or illegal actions in the context of a civic board position??! You justify this serious and unsubstantiated allegation as appropriate because someone has offended you with major home improvements? Unbelievably, this was applauded by your fellow complaint posters who, notably, share the love of Venice without those unseemly "conversion van" owners.
At your helpful suggestion, I did drive by to take a look. One might think from this exchange there was an offensive monstrosity being erected over the course of a decade. What I saw (from the street, not with a camera pointed at this guys windows 24/7) seemed to confirm that “the offender” appears, indeed, to be finishing improvements on that lot. Clearly, a neighborhood call to action may be warranted.
Given your persistent surveillance, I assume you have duly photographed/recorded with video the handicap tags on the vehicles??. I guess you have exposed the true underbelly of our town with these serious “code offenses”. Evidently this offending disabled homeowner does not understand that The.Rules.Are.The.Rules. and the good people of Venice cannot tolerate "conversion"-van-parking/amusing-yard-planter-placers who volunteer for civic boards getting away with such code infractions when the rest of us code-abiding “pee-on” neighbors comply by parking only socially acceptable vehicles and placing only “appropriate” planters on our properties. As you said, “ironic.” And a shame, too, for our town. Some people do just hate.
I hope the City officials investigating your apparently unsubstantiated and, frankly, offensive, allegations consider the Americans with Disabilities Act. In my experience there, DOJ is quick to make sure cities (ahem…and their “well-meaning” citizens) are mindful of the rights of their disabled neighbors. This could be a case of someone trying to create better access in one of these older homes on a fixed or limited income. Have you even bothered to get to know your neighbors outside the publics records you spend your days researching and their private homes you photograph and record?
Just because a disabled neighbor is slower and taking more time to finish construction than you have deemed to be “long enough” (if that is even the case given the lawfully posted building permit you helpfully recorded for us), it does not mean necessarily that disabled homeowner has violated any of your vaguely referenced “city codes” or, as you have alleged online in social media, engaged in some potentially unlawful/unethical response to what seems to be little more than relentless complaints from ‘well meaning neighbors’ who may have already crossed the line into harassment.
Undertaking major home improvements and one’s personal vehicle choice (if such a "conversion van" is a “choice” for someone with a disability …) simply do not “add up” to justify online anonymous tag team bullying or other harassment. At least your "conversion van" driving neighbor has a sense of humor to offer you (to go along with those annoying First Amendment rights).
Perhaps a redirection of your focus to a civic good, like volunteering to help the disabled or underprivileged in our community, might be a more rewarding and less stressful use of your time during the rest of that construction. “Just sayin…”

And RU I took care of my daughter who was mentally and physically challenged for 40 yrs till she passed away last year. So I am familiar with people with disabilities .

This Officer visited with H/O to discuss the R/V being plugged in 24/7. I explained the ordinance to her. She understood.
We went outside and she unplugged the extension cord. She is aware that in case of an emergency she may have to tie down or bring construction items into her garage.
At this time the case is now closed.
