In short if there are over 5 adult dogs for a period longer than 24 hours, its considered a business.

Sec. 4-8. - Allowable number of certain types of household pets.
(a)
It shall be unlawful for any person to allow the number of household pets or animals at a residence or multi-family residence to exceed the number set forth in this subsection.
(1)
Not more than the combination of five adult dogs, or their equivalent, on site at a residence for longer than 24 hours.
(2)
Not more than the combination of three adult dogs, or their equivalent, on site at a multi-family residence for longer than 24 hours.
(b)
For the purposes of this section:
(1)
An adult dog shall be the base measurement unit for the number of pets or animals allowed. One dog shall be the equivalent of one miniature sheep or goat. One dog shall be the equivalent of two cats or fowl, or portion thereof (e.g. three cats is the equivalent of one and a half dogs and this would be considered to be two dogs). A Vietnamese pig shall be the equivalent of two dogs.
(2)
The term "residence" shall be a residentially used property that is a single-family unit, duplex, and shall not include garage apartments, triplexes, quadraplexes, apartment complexes, condominiums or cooperative association buildings.
(3)
The term "multi-family residence" shall be a residentially used apartment complex, condominium or cooperative association building, garage apartment, triplex, or quadraplex.
(4)
"Adult" means having attained the age of six calendar months or greater, or having achieved the size of the average adult of that type animal.
(c)
The provisions of this section do not limit the number of any other household pets or animals that may be kept at a residence or multi-family residence for longer than 24 hours.

Sec. 4-57. - Dogs constituting a nuisance.
It shall be unlawful for any person to own or keep any dog that becomes a nuisance. Acts of nuisance shall include, but are not restricted to, the following:
(1)
Frequent barking between the hours of 11:00 p.m. and 6:00 a.m. or frequent barking for continuous periods of ten minutes or more at any time, or both.

Animal shelter means any facility maintained by the county and any facility maintained by a nonprofit humane organization or municipal agency as approved by the board of county commissioners for the confinement, care, control or disposition of animals that come into its custody.
Kennel means any premises wherein any person engages in the business of boarding, breeding, buying, letting for hire or training for a fee dogs or cats. County-operated or city-operated animal services agencies and registered nonprofit humane organizations shall be exempt from this definition.
Sec. 14-29. - Pet dealerships and kennels.
(a)
No pet dealership or kennel shall operate without having a valid pet dealer and kennel permit issued by the department.
(b)
Any person or entity desiring to operate a pet dealership or kennel shall file with the department a permit application on such form as provided by the department.
(c)
All permits issued under this section shall be annual permits, which shall remain in effect from the date the permit is issued until the same month and day of the following year.
(d)
In order to cover administrative and enforcement costs associated with this section, there are hereby levied annual permitting fees for pet dealers and kennels in amounts set by resolution of the board of county commissioners.
(e)
A permit issued under this section is nontransferable from one entity or person to another or from one location to another.
(f)
Any animal control code enforcement officer shall, at any reasonable hour, have access to and shall have the right to inspect the premises and records of a pet dealer or kennel to determine compliance with F.S. chs. 585, 767 and 828 and this article.
(g)
It shall be a violation of this article if the dealership or kennel fails to meet the standards set forth for basic animal care and facility sanitation as established by the department.
